SRCW Contracting Opportunities
Height Modernization Contract Purpose and Need:
Consultant services are needed to perform Geodetic Surveying Services in support of the National Height Modernization Program under the direction of the Department of Natural Resources Geodetic Survey Section and the Spatial Reference Center of Washington (SRCW). Contracts will be considered for firms that are qualified to perform one or more of the survey activities listed. Under these contracts, task orders will be developed and issued defining the exact scope of work for each project. Consultants are encouraged to respond to one or more of survey activities listed on General Administration’s A/E website http://www.ga.wa.gov/EAS/reference.htm. Consultants will only be considered for a contract on the survey activities they identify in their responses.
Geodetic Leveling : Perform geodetic leveling projects, which may consist of reconnaissance, mark setting, data collection, processing and analysis, and reporting following the National Geodetic Survey (NGS) guidelines noted as 9. below.
Global Positioning System (GPS) Survey : Perform Global Positioning System (GPS) surveys which may consist of reconnaissance, mark setting, GPS positioning procedures, vector processing, adjustment processing and analysis, and reporting following National guidelines and specifications noted as 9. below.

Desired Consultant Skills and Requirements:
- Licensed Professional Land Surveyor in the State of Washington.
- Knowledge and skill to operate Global Positioning System (GPS) surveying hardware and software for acquiring, processing, and analyzing GPS observational data.
- Knowledge and skills to operate and maintain precise digital level, calibrated invar rods, and related software for acquiring, processing, and analyzing leveling data.
- Knowledge of the hardware, firmware, and software relating to physical and space positioning techniques.
- Knowledge and skill to make sound independent decisions and to execute such decisions effectively.
- Knowledge and ability to perform advance analyzing and adjusting of horizontal and vertical geodetic survey adjustments.
- Knowledge of the Federal Geodetic Control Subcommittee (FGCS) geodetic control survey standards and specifications.
- Knowledge of space and physical geometric positioning with various functions of the transportation improvement projects.
- Knowledge of “Input Formats and Specifications of the National Geodetic Survey Database: The NGS Bluebook”.
- Special skills and expectations:
- Ability to develop and provide innovative ways to accelerate geodetic survey field operations while maintaining product quality.
- Ability and knowledge to perform the complex field and office activities of geodetic surveying.
- Ability to execute 'A' Order GPS surveys and process the data to NGS specifications.

How consultants are selected:
Consultant selection is based on anticipated project fees:
All qualified consultants are reviewed and rated impartially.
- Phase I: Panelists consider the consultant's written submittals and brochures, previous experience on state projects, and any listed or unlisted references.
- Phase II: Firms short-listed will be interviewed by the selection panel and scored against criteria developed specifically for the project.
What is the A/E Reference File?
It is a central file of consultants' Architect-Engineer Qualifications (Form 330) and web address. Washington state government organizations use the file to select consultants based on qualifications instead of a bidding process for public works projects with an estimated fee under $150,000. A web address is not required, but may be used for further information in the selection process if provided.
Who can become part of the A/E Reference File?
The file is open to consultants who successfully complete the submittal process. Inclusion is the A/E Reference File is not a guarantee of work. It only provides the firm with an opportunity to be selected.
When do you accept submittals?
We advertise for submittals annually. However, new and updated submittals are accepted year around. It is the consultant's responsibility to keep their files updated.
